On 20 March 2003, United States, United Kingdom and other allied forces launched military action against Iraq. It is a war which could provoke a human rights and humanitarian catastrophe. 

In particular, Amnesty International fears there is a real risk that many civilians, including children, will die as a result of indiscriminate attacks, or the use of prohibited weapons. The disruption of delivery of essential services and supplies could also have severe humanitarian consequences.

Military action may also trigger widespread human rights abuses by the Iraqi authorities, armed opposition groups and all those involved in military action. In such an environment women may be at particular risk.

Neighbouring states and the Kurdish authorities should keep their borders open to receive refugees and displaced persons, and to give full and free access to international organizations and non-government organizations.

Take action!

Please write a letter, fax or email to the leaders of governments involved in military action in Iraq, urging them to ensure that civilians or civilian objects are not targeted in any attacks. 


Ask them to prohibit the use of chemical, biological or nuclear weapons or other inherently indiscriminate weapons such as anti-personnel land mines and cluster weapons.

Also urge that they ensure the security and humanitarian needs of the Iraqi population are fully met, including the provision of food, water, shelter, sanitation and medical care.

Ask for the deployment of human rights monitors in Iraq as soon as the security situation permits

You can copy, paste and adapt the text of the sample letter below and fax, email or post to one or more of the addresses listed. You could also send appeals to your own government representatives if they are participating, or considering participating, in military action.

As a concerned citizen of the world, I am deeply fearful for the safety of the Iraqi people. 

When taking military action, I urge you to abide by your responsibilities under international human rights and humanitarian law to protect civilians and to alleviate human suffering.

In particular, I ask that you prohibit the use of chemical, biological or nuclear weapons or other inherently indiscriminate weapons such as anti-personnel land mines and cluster weapons. The use of such weapons immeasurably increases the suffering of civilians.

I urge you to ensure the security and humanitarian needs of the Iraqi population are fully met during wartime, including the provision of food, water, shelter, sanitation and medical care; and that you help ensure protection and assistance for refugees and people displaced by the conflict.

I also ask you to support and facilitate the deployment of human rights monitors in Iraq as soon as the security situation permits.
